Nearly 66 percent of the primary-zone officers considered by this year's reserve components Army Promotion List O-4 board have made the cut for advancement to major.

The selection list compiled by the annual APL board that met this year was released Nov. 8, considerably later than originally planned.

Sources said the list should have been released in May or June, based on typical processing times, but was delayed when personnel officials determined that some officers were erroneously considered by the board, and the panel was reconvened.

The board recommended 1,248 officers for promotion in three management categories: Active Guard and Reserve (Army Reserve), non-AGR Army Reserve and Army National Guard. The primary-zone select rates were:

AGR: 92 percent (83 considered, 76 selected)

Non-AGR: 53 percent (605 considered, 320 selected)

National Guard: 75 percent (593 considered, 447 selected) for National Guard.

Overall: 65.8 percent, with 843 of the candidates being recommended for promotion.

The primary zone included basic-branch captains with dates of rank of Sept. 1, 2005, through Aug. 31, 2006.

The board authorized accelerated promotions for 65 Army Reserve officers in the secondary zone of consideration.

The SZ included captains with dates of rank one year junior to the PZ eligibility window.

A secondary zone was not authorized for National Guard officers.
