New OER forms, training coming this year

A training program to familiarize officers and supervisors with a new officer evaluation reporting system will begin in June, and new OER forms will be used for ratings beginning in December, according to Lt. Gen. Howard N. Bromberg, the chief of personnel.

"The new system will consist of three different forms and will be aligned with the Army's leadership doctrine," Bromberg said.

The separate forms will be used to evaluate three groupings, or grade plates, of officers.

One grade plate will be for company grade commissioned and warrant officers in the ranks of captain and below.

The second category will provide evaluations for chief warrant officers 3 through 5, and majors and lieutenant colonels, and the third for strategic leaders in the ranks of colonel and brigadier general.

The changes are the second phase of an upgrade to an OER system, the 67-9 series, which was fielded 16 years ago.

Bromberg said the Army also is moving ahead with the redesign of a new NCO Evaluation Report.

"Because we don't want to change both evaluation systems at the same time, the new NCOER will lag the officer report by 12 to 18 months," Bromberg said.

"I expect that, by early 2015, we will have a new NCOER," he said.
