The Navy is looking for officers for the following specialty areas. Keep in mind that though there are a lot of vacant billets, the Navy doesn’t expect the board to fill all of them this year.

Anti-terrorism and force protection

Quals needed: Successful department head tour as combat systems, weapons or operations officer with anti-terrorism and force-protection collateral duty experience. Also desired is either expeditionary force protection or Center for Security Forces background.

Total billets: 60, with 28 at O-4, 27 at O-5 and 5 at O-6.

Billets filled*: 29, with 14 at O-4, 14 at O-5 and 1 at O-6.

Command-equivalent opportunities: 5

XO-equivalent opportunities: 6

Anti-submarine warfare

Quals needed: Cruiser or destroyer tactical action officer, patrol or helicopter mission commander, or attack- or ballistic-missile submarine officer of the deck. Also helpful is graduate education or instructor/training staff anti-submarine warfare experience, as well as being a proven performer in current designator.

Total billets: 68, with 38 at O-4, 19 at O-5 and 11 at O-6.

Billets filled*: 19, with 6 at O-4, 12 at O-5 and 1 at O-6.

Command-equivalent opportunities: 6

XO-equivalent opportunities: 2

Missile defense

Quals needed: Successful department head tour as combat systems, weapons or operations officer on a ballistic-missile defense platform; advanced architecture experience.

Total billets: 59, with 30 at O-4, 23 at O-5 and 6 at O-6.

Billets filled*: 19, with 9 at O-4, 10 at O-5 and 0 at O-6.

Command-equivalent opportunities: 7

XO-equivalent opportunities: 3

Mine warfare

Quals needed: Mine warfare experience on an MCM-1 class ship, division or squadron. Aviation operations or maintenance or submarine department head also qualifies.

Total billets: 34, with 20 at O-4, 10 at O-5 and 4 at O-6.

Billets filled*: 13, with 3 at O-4, 9 at O-5 and 1 at O-6.

Command-equivalent opportunities: 2

XO-equivalent opportunities: 4

Strategic sealift (Military Sealift Command Headquarters)

Quals needed: Successful surface-ship department tour or department head tour from any unrestricted line community. Though it’s not required, a significant help is having MSC experience or a commercial merchant license or being a maritime academy graduate.

Total billets: 38, with 11 at O-4, 16 at O-5 and 11 at O-6.

Billets filled*: 17, with 3 at O-4, 14 at O-5 and 0 at O-6.

Command-equivalent opportunities: 5.

XO-equivalent opportunities: 4.

Shore installation management

Quals needed: Operational experience, as well as shore installation management experience.

Total billets: 64, with 20 at O-4, 37 at O-5 and 7 at O-6.

Billets filled*: 21, with 4 at O-4, 16 at O-5 and 1 at O-6.

Command-equivalent opportunities: Installation CO and CO-equivalent billets for O-5s and 0-6s.

XO-equivalent opportunities: Installation executive officer and XO-equivalent billets for O-5s.

Education and Training Management Systems

Quals needed: Experience and/or education in organizational, resource, fiscal and personnel management, along with experience and education in education and training; instructional systems development; education psychology; education/training research; education technology; and education policy.

Billets: 47, with 18 at O-4, 22 at O-5 and 7 at O-6.

Fiscal 2012 manning: 8, with 4 at O-4, 4 at O-5 and 0 at O-6.

Command-equivalent opportunities: 9.

XO-equivalent opportunities: 6.

Financial Management

Quals needed: Along with being a proven warfare performer, financial management tours with sub specialty codes of 3000, 3100, 3105, 3110, 3111, 3112 are required. Bachelor’s degree in finance or MBA in finance helpful.

Billets: 63, with 18 at O-4, 31 at O-5 and 14 at O-6.

Fiscal 2012 manning: 8, with 4 at O-4, 4 at O-5 and 0 at O-6.

Command-equivalent opportunities: 8.

XO equivalent opportunities: 6.

Naval Operational Planner

Quals needed: Along with a successful department head tour in any unrestricted line designator, having a JP1, JP2, JP3 or JPN additional skill identifier and advanced planning experience is desired. Also helpful is to be a graduate of War College courses such as Maritime Advanced Warfighting School; School of Advanced Military Studies; School of Advanced Warfighting; School of Advanced Air & Space Studies; or Joint Advanced Warfighting School.

Billets: 71, with 19 at O-4, 47 at O-5 and 5 at O-6.

Fiscal 2012 manning: 8, with 2 at O-4, 6 at O-5 and 0 at O-6.

Command-equivalent opportunities: 6.

XO-equivalent opportunities: 4

Operational Analysis

Quals needed: A successful department head tour in primary designator. Also helpful is a master’s degree in operations analysis.

Billets: 54, with 22 at O-4, 26 at O-5 and 6 at O-6.

Fiscal 2012 manning: 8, with 4 at O-4, 4 at O-5 and 0 at O-6.

Command-equivalent opportunities: 3.

XO-equivalent opportunities: 4.
