Reserve lt. col. list delayed for months

Results of the Army Promotion List lieutenant colonel board that met in January will not be released until September, four months later than originally planned.

The selection list contains the names of National Guard, Active Guard and Reserve (Army Reserve) and non-AGR Army Reserve majors considered by the fiscal 2013 APL board that adjourned Jan. 25, but that has been reconvened because of problems uncovered during post-board processing of the selection list.

Given that such processing normally takes about four months, the list should have been released in April or May, according to a statement issued by the Army today.

Post-board activities include administrative processing, legal review and exemplary conduct certification screenings.

“In the event the post-board review determines that board proceedings were inconsistent with law, Department of Defense directives, Army regulations or secretary of the Army guidance, the board may be reconvened without notice to the field,” according to the June 25 list-delay notice.

Officials estimate that because of the board reconvening, the list will not be released until early- to late-September.

The primary zone of consideration for the mandatory APL board included basic-branch Reserve of the Army majors of the National Guard and Army Reserve with O-4 dates of rank of April 1, 2007 through March 31, 2008.

When board eligibility requirements initially were announced Oct. 1, a below-zone category was authorized for Army Reserve majors with dates of rank of April 1, 2008 through March 31, 2009.

On Oct. 26 the BZ was shortened by three months, so that it included only Army Reserve majors with DOR of April 1, 2008 through Dec. 31, 2008. A below-zone category was not authorized for National Guard officers.

In addition to meeting the date of rank criteria, promotion candidates had to meet certain military education requirements, including:

■ Credit for completion of at least 50 percent of the legacy Command and General Staff Officer Course, or

■ Completion of the Logistics Executive Development Course or Associate Logistics Executive Development Course, or

■ Enrollment in the resident Intermediate Level Education Course, or completion of any phase of the ILE common core course.
