More delays for Reserve promotion lists

Administrative delays and apparent legal problems continue to plague the reserve components selection board process, with three fiscal 2013 Reserve of the Army officer promotion lists being put on hold for an additional three to four months.

Boards and lists affected by the delays announced today are:

■The Army Promotion List colonel board conducted Jan. 23 to Feb. 13 for Active Guard and Reserve (Army Reserve), non-AGR Army Reserve and National Guard officers.

■The Army Medical Department major board conducted Nov. 27 to Dec. 17 for Active Guard and Reserve (Army Reserve), non-AGR Army Reserve and National Guard officers.

■The chief warrant officer three and four board and the chief warrant officer five board conducted April 23 to May 3 for Active Guard and Reserve (Army Reserve) and non-AGR Army Reserve officers.

In announcing the delays, an official statement from the Human Resources Command noted it normally takes about four months for list processing involving administrative actions, legal review and post-board exemplary conduct certification screenings.

“In the event the board review determines that the proceedings were inconsistent with law, Department of Defense directives, Army regulations or secretary of the Army guidance, the board may be reconvened without notice to the field,” according to the statement. “This reconvene action may take up to three to four additional months resulting in a delay of the results being released to field,” according to the official statement.

Similar problems have delayed the release of other reserve lists in the recent past.

For example, results of the Army Promotion List lieutenant colonel board that met in January should have been released in April or May, but remain on hold with no new release date having been announced by the Army.

Other delayed lists have included results of the 2012 Army Promotion List major board, and the 2012 Army Medical Department captain board.
