Cell phone video captured the moments leading up to the eventual arrest of a Richland County deputy. The off-duty deputy says he is making an arrest.

Paul Allen Derrick, 49, would later be charged by responding officers from the Columbia Police Department.

UPDATE 4:15PM: News 19 has just learned that Richland County Deputy Paul Derrick has been relieved of his duties and is no longer a member of the Richland County Sheriff’s Department.

The incident took place Oct. 7 at the Buffalo Wild Wings at 4500 Devine Street in Columbia. According to Columbia Police, Derrick was speaking with a woman at the bar when the two got into an argument. Officers say Derrick then went outside, returned and tried to place the woman in handcuffs.

Cell phone video taken by customers at the bar shows the handcuffed woman saying that she has done nothing wrong. The person who took the video says the off-duty deputy had been drinking.

According to the incident report, the woman in handcuffs is a soldier at Fort Jackson. Several times in the video the suspect yells at her “soldier standup.” He also makes several references to him being in the Marine Corp.

News19 has decided to blur the woman’s face since she is listed by the Columbia Department as a crime victim.

Derrick is charged with assault. Sheriff Lott says Derrick has worked with the department for 14 years and is also a retired Columbia Fire Fighter.
