Halvorsen named acting DoD CIO

Navy CIO Terry Halvorsen has been named acting Defense Department CIO, two weeks after the departure of former CIO Teri Takai.

The announcement came in a May 13 memo from newly confirmed Deputy Defense Secretary Bob Work, according to a Pentagon spokeswoman. Halvorsen will begin work as acting CIO as of May 21.

In the interim between Takai stepping down and Halvorsen taking over, DoD Deputy CIO for Information Enterprise Dave DeVries served as acting CIO. DeVries appeared at the Defense Information Systems Agency Joint Information Environment symposium on May 13 in Baltimore, but made no mention of the CIO office.

Pentagon officials cautioned that Halvorsen’s appointment as acting CIO is not a guarantee that he will formally assume the role.

“This is just the first part of a much bigger process,” the spokeswoman said.

Halvorsen has served as Navy CIO since November 2010. Prior to that post, he was deputy commander of Navy Cyber Forces and served as deputy commander of Naval Network Warfare Command.

An experienced IT leader, Halvorsen steps in as the Pentagon looks to IT to achieve cost savings and efficiencies. He has helped lead the Navy as it transitions to the massive, $3.5 billion Next Generation Enterprise Network – familiarity that could serve him well as DoD transitions to JIE.

Interestingly, the Navy so far has opted out of the shared enterprise solutions that Takai championed, including defense enterprise email and JIE’s joint regional security stacks. Instead, the Navy and Marine Corps have turned to their own enterprise architecture solutions. However, Halvorsen has said the Navy would conduct business-case analyses to determine the cost effectiveness of going with DoD enterprise solutions.
