The Army plans to promote 3,788 Regular Army NCOs to the ranks of sergeant through sergeant major on April 1, according to cutoff scores and sequence numbers issued by the Army in late March.

April cutoff scores authorize 1,922 advancements to sergeant, and 1,034 to staff sergeant, while the sequence numbers call for 86 advancements to sergeant major, 199 to master sergeant and 547 to sergeant first class.

The mid-rank promotions will go to soldiers on the 8,949-name Army-wide E-5 selection list, and promotable sergeants on the 8,089-name roster of soldiers who have been boarded for E-6.

The senior NCO advancements will go to soldiers selected by the 2015 and 2016 boards.

The April promotion plan also authorizes 30 advancements to the NCO ranks for Army Reserve soldiers assigned to the Active Guard and Reserve.

By grade, there will be one AGR promotion to sergeant major, three to master sergeant, six to sergeant first class, 12 to staff sergeant and eight to sergeant.

There would be more promotions to sergeant and staff sergeant for the Regular Army if additional soldiers in chronically short-handed specialties, called STAR MOSs, were on selection lists.

As of late March there were 34 STAR MOSs for sergeant and 33 for staff sergeant. Soldiers in these shortage MOSs will be speedily promoted if boarded and placed on the service-wide E-5 and E-6 recommended lists.

Career fields with the most STAR MOSs for sergeants include Engineer, Field Artillery, Air Defense, Military Police, Military Intelligence, Medical and Mechanical Maintenance.

Career fields with shortage MOSs for staff sergeants include Engineer, Field Artillery, Air Defense, Aviation, Communications, Military Intelligence, Acquisition and Contracting, Medical, Mechanical Maintenance and Electronic Maintenance.

Sergeant and Staff Sergeant Promotion Rules

Regular Army and Active Guard and Reserve (Army Reserve)

Criteria for Recommendation:

Military Occupational Specialty – Soldier must be recommended for promotion in his or her career progression MOS, and be fully qualified for advancement in that specialty as required in DA Pam 611-21 (MOS Classification and Structure). Waivers are authorized for soldiers who are reclassifying.

Civilian Education – Must have a high school degree, a General Education Development certificate or an associate's degree or higher.

Military Education - Specialists and corporals must complete Structured Self Development-1 to be recommended for advancement to sergeant, and SSD-2 to be recommended for advancement to staff sergeant.

Re-enlistment Eligibility – Soldier must be eligible for re-enlistment, except that soldiers who are barred from re-enlisting solely because of Disability Evaluation System processing remain eligible for promotion recommendation.

Physical Qualifications - Soldiers remain eligible until determined physically unfit by the Disability Evaluation System. Soldiers regain eligibility when declared fit by the secretary of the Army, or when approved for continuation under the provisions of Chapter 6, AR 635-40 (Physical Evaluation for Retention, Retirement or Separation).

Army Physical Fitness Test – Soldier must have a current passing score on the APFT on the promotion effective date, not the date the soldier met the cutoff score.

Weight Control – Soldiers must be in compliance with AR 600-9 (Army Body Composition Program).

Army Substance Abuse Program – Soldiers are not eligible for promotion recommendation unless they self-referred themselves to ASAP.

Disciplinary Action – Soldiers are not eligible for promotion recommendation if they are flagged under the provisions of AR 600-8-2 (Suspension of Favorable Personnel Actions).

Time Requirements for Staff Sergeant Recommendation:

• Secondary Zone – 47 months of time in service and six months of time in grade.

• Primary Zone – 71 months TIS, and nine months TIG.

Time Requirements for Sergeant Recommendation:

• Secondary Zone – 17 months TIG, and five months TIG.

• Primary Zone – 35 months TIS, seven months TIG.

STAR Military Occupational Specialties:

Additional promotions to sergeant and staff sergeant would have been authorized for April if more soldiers in shortage specialties, called STAR MOS, were boarded and on the E-5 and E-6 lists. As of late March the STAR MOS were:

Sergeant – 09L, 11C, 12B, 12C, 12D,12P, 13B, 13F, 13M, 14H, 14S, 17C, 19K, 29E, 31D, 31K, 35G, 35L, 35T, 37F, 46Q, 46R, 68B, 68C, 68F, 68L, 68U, 68V, 68Y, 88N, 91A, 91M, 91P, 94P.

Criteria for Promotion Pin-On:

Military Occupational Specialty – Soldiers must be promoted in their career progression MOS, and be fully qualified in the specialty to include all schooling requirements. Waivers are authorized for soldiers who are reclassifying.

Military Education – Under policies that took effect Jan. 1, 2016, soldiers must be a graduate of the Basic Leader Course for promotion pin-on to sergeant, and the Advanced Leader Course for promotion to staff sergeant.

Re-enlistment Eligibility – Soldiers must be eligible for re-enlistment, except that soldiers who are barred from re-enlisting solely because of Disability Evaluation System processing remain eligible for promotion.

Physical Qualifications - Soldiers remain eligible until determined physically unfit by the Disability Evaluation System. • Primary Zone – 36 months TIS, and eight months TIG.

Command List Integration

Each month, Regular Army and Army Reserve soldiers who have not been boarded, but who otherwise are fully qualified for promotion, automatically will be integrated onto the sergeant and staff sergeant promotion selection lists when the criteria below is met, and they are not denied advancement by their commander.

The promotion process, called Command List Integration, is described and authorized in the newly revised edition of Army Regulation 600-8-19 (Enlisted Promotions and Reductions), dated Dec. 18, 2015.

To Sergeant:

  • 47 months’ time-in-service to be eligible for promotion at 48 months’ TIS.
  • 11 months’ time-in-grade to be eligible for promotion at 12 months’ TIG.
  • Must be a graduate of Structured Self-Development 1.
  • Must have 90 days or more remaining on their enlistment as of the month they are integrated onto the E-5 recommended list.

To Staff Sergeant:

  • 83 months’ TIS to be eligible for promotion at 84 months’ TIS.
  • 11 months’ TIG to be eligible for promotion at 12 months’ TIG.
  • Must be a graduate of the Warrior Leader Course.
  • Must have 90 days remaining on their enlistment as of the month they are integrated onto the E-6 recommended list. Soldiers must meet the 12-month service remaining requirement to be promoted to staff sergeant.
