The U.S. is shifting military aircraft and warships into and around the Middle East to protect Israel from Iranian attacks as President Donald Trump warns Tehran to step back from the conflict.

Trump’s social media posts saying his patience with Iran was “wearing thin” have raised the possibility of deepening U.S. involvement, perhaps by using the bunker-busting bomb to strike a key Iranian nuclear site built deep underground in the mountains.

Israel doesn’t have the massive munition it would take to destroy the Fordo nuclear fuel enrichment plant, or the aircraft needed to deliver it. Only the U.S. does.

As America’s national security leaders discuss the next steps, the Pentagon has moved to ensure that its troops and bases in the region are protected.

Here’s a look at the U.S. military presence in the Middle East:

US aircraft moving to the Middle East

In a social media post, Trump warned that “we now have complete and total control of the skies over Iran.”

U.S. officials insisted as of Tuesday that the American military has not taken any offensive actions against Iran, only defensive strikes to take out incoming Iranian missiles to protect Israel.

Additional U.S. fighter jets and refueling tankers have been deployed to the region, but officials have declined to provide specific numbers. Fighter jets have joined in launching strikes to defend Israel, but officials said Tuesday that no American aircraft were over Iran.

A U.S. Air Force F-16 Fighting Falcon in the U.S. Central Command area of responsibility. (Staff Sgt. Sean Carnes/Air Force)

Aurora Intel, a group that reviews open source information in real time in the Middle East, said the U.S. Air Force had put additional refueling aircraft and fighter jets in strategic locations across Europe, including England, Spain, Germany and Greece. The information was obtained from public aviation tracking websites.

On Tuesday, the U.S. relocated a dozen F-16s from a base in Italy to Prince Sultan, in Saudi Arabia, Aurora Intel said.

U.S. fighter jets have been patrolling the skies around the Middle East to protect personnel and installations, and bases in the region are on heightened alert and are taking additional security precautions, the officials said. The officials spoke on condition of anonymity to discuss military operations.

Defense Secretary Pete Hegseth has not provided any details, but said on Fox News Channel late Monday that the military movements were to “ensure that our people are safe.”

Warships taking out Iranian missiles and ready to protect US bases

American warships also are shooting down Iranian ballistic missiles targeting Israel, with the USS The Sullivans and the USS Arleigh Burke launching strikes over the weekend.

The Sullivans has been joined in the Eastern Mediterranean this week by the USS Thomas Hudner to continue those defense strikes, while the Arleigh Burke has moved away from the area, according to a U.S. official.

The USS Carl Vinson aircraft carrier is in the Arabian Sea with the four warships in its strike group. They are not participating in the defense of Israel. But they are positioned to provide security for U.S. troops and bases along the Gulf of Oman and the Persian Gulf.

The USS Nimitz has been long scheduled to take over for the Carl Vinson and is heading west from the Indo-Pacific region toward the Middle East. The official said it is slated to arrive by the end of the month, and the two carriers would likely overlap at least for a short time before the Vinson heads home to San Diego.

The carrier Carl Vinson, March 2, 2025. (Son Hyung-ju/Yonhap via AP)

The USS Gerald R. Ford is sailing for the European theater of command in a week as well. While the deployment was already scheduled and was not in response to the conflict, the presence of the aircraft carrier, with its accompanying warships, will give the president the option of a third carrier group in the region if needed.

There also are destroyers in the Red Sea, and others are based in the Western Mediterranean and participating in exercises in the Baltic Sea.

US troops are on heightened alert and families are allowed to leave

The forces in the region have been taking precautionary measures for days, including having military dependents voluntarily leave bases, in anticipation of potential strikes and to protect personnel in case of a large-scale response from Tehran.

Officials said they were not aware of many families actually leaving.

Typically around 30,000 troops are based in the Middle East, and about 40,000 troops are in the region now, according to a U.S. official.

That number surged as high as 43,000 last October in response to heightened tensions between Israel and Iran as well as continuous attacks on commercial and military ships in the Red Sea by the Iranian-backed Houthis in Yemen.

The B-2 and the bunker buster

The Air Force’s B-2 Spirit stealth bomber is the only aircraft that can carry the 30,000-pound GBU-57 Massive Ordnance Penetrator, known as the bunker buster.

The powerful bomb uses its weight and sheer kinetic force to reach deeply buried targets — and then explode.

There are currently no B-2 bombers in the Middle East region, although there are B-52 bombers based at Diego Garcia, and they can deliver smaller munitions.

If tapped for use, the B-2 bombers would have to make the 30-hour round trip from Whiteman Air Force Base in Missouri, refueling multiple times.

Shortly after they began guarding a Los Angeles federal building Friday, U.S. Marines detained a man who had walked onto the property and did not immediately hear their commands to stop.

The brief detention marked the first time federal troops have detained a civilian since they were deployed to the nation’s second-largest city by President Donald Trump in response to protests over the administration’s immigration arrests. The Marines were activated earlier this week but began their duties Friday.

The man, Marcos Leao, was later released without charges and said the Marines were just doing their jobs.

A U.S. Army North spokesperson said the troops have the authority to temporarily detain people under specific circumstances. He said those detentions end when the person can be transferred to “appropriate civilian law enforcement personnel.”

Leao’s detention shows how the troops’ deployment is putting them closer to carrying out law enforcement actions. Already, National Guard soldiers have been providing security on raids as Trump has promised as part of his immigration crackdown.

Leao, a former Army combat engineer, said he was rushing to get to a Veterans Affairs appointment when he stepped past a piece of caution tape outside the federal building. He looked up to find a Marine sprinting toward him.

“I had my headphones in, so I didn’t hear them,” Leao said. “They told me to get down on the ground. I basically complied with everything they were saying.”

Leao was placed in zip ties and held for more than two hours by the Marines and members of the National Guard, he said. After Los Angeles police arrived, he was released without charges, he said. A spokesperson for the Los Angeles Police Department said they responded to a call at the scene but weren’t needed, and no charges were filed.

“I didn’t know it was going to be this intense here,” he said later.

A U.S. official told the AP that a civilian had stepped over the line. He was warned they would take him down and they did, according to the official, who requested anonymity because they were not authorized to discuss the matter.

About 200 Marines out of the 700 deployed arrived in the city Friday, joining 2,000 members of the National Guard that have been stationed outside federal buildings this week in Los Angeles. Another 2,000 Guard members were notified of deployment earlier this week.

Before the unusual deployment, the Pentagon scrambled to establish rules to guide U.S. Marines who could be faced with the rare and difficult prospect of using force against citizens on American soil.

The forces have been trained in de-escalation, crowd control and standing rules for the use of force, the military has said.

But the use of the active-duty forces still raises difficult questions.

“I believe that this is an inevitable precursor of things yet to come when you put troops with guns right next to civilians who are doing whatever they do,” said Gary Solis, a former Marine Corps prosecutor and military judge.

He said it’s an example of Trump’s attempt to unravel the Posse Comitatus Act, which bars active-duty forces from conducting law enforcement.

LOS ANGELES — About 700 Marines have been ordered to deploy to Los Angeles to help National Guard members respond to immigration protests, U.S. Northern Command announced Monday, as California prepared to sue President Donald Trump over his use of Guard troops to confront the protesters.

The Marines are assigned to 2nd Battalion, 7th Marines, 1st Marine Division, based out of Twentynine Palms, California, U.S. Northern Command said in a release. The Marines will integrate with the National Guard troops “who are protecting federal personnel and federal property in the greater Los Angeles area,” U.S. Northern Command said. The deployment was first reported by CNN.

The California attorney general said the president’s actions had “trampled” the state’s sovereignty.

“We don’t take lightly to the president abusing his authority and unlawfully mobilizing California National Guard troops,” state Attorney General Rob Bonta told reporters. He planned to seek a court order declaring that Trump’s use of the Guard was unlawful and ask for a restraining order to halt the deployment.

The streets of the sprawling city of 4 million people were quiet Monday morning, but the smell of smoke hung in the air downtown, one day after crowds blocked off a major freeway and set self-driving cars on fire as police responded with tear gas, rubber bullets and flash-bang grenades. The law enforcement presence was heavy, with police cars blocking the street in front of the federal detention facility that was a focus of the protests.

Bonta accused Trump of fanning protesters’ anger with his announcement of the deployment, saying he set off Sunday’s clashes with law enforcement in downtown Los Angeles. “This was not inevitable,” he said.

While much of the city was spared from any violence, clashes swept through several downtown blocks and a handful of other places. It could take days to clear the debris from burned cars and to clean off or paint over graffiti sprayed on City Hall and other buildings near the detention facility. Sunday was the third and most intense day of demonstrations against Trump’s immigration crackdown in the region, as the arrival of the first 300 Guard troops spurred anger and fear among many residents.

Trump said Monday that the city would have been “completely obliterated” if he had not deployed the Guard.

Later, at a White House event, he added that state leaders “were afraid to do anything.”

U.S. officials said about 1,000 National Guard members were in the city under federal orders by midday Monday. The full 2,000 members authorized by the president were expected to be on the ground by the end of the day. The officials spoke on condition of anonymity to discuss the details of military operations.

The arrival of the National Guard followed two days of protests that began Friday in downtown Los Angeles before spreading Saturday to Paramount, a heavily Latino city south of the city, and neighboring Compton.

Multiple protests were taking shape Monday afternoon in L.A., and it was unclear if any would devolve into violence. More protests were scheduled for cities across the country.

Thousands of people gathered in a park across from City Hall to protest the arrest of labor leader David Huerta. He was arrested Friday, accused of conspiring to impede an officer during a demonstration. Protesters held signs lambasting Trump and the Immigration and Customs Enforcement agency.

Huerta, whose initial court appearance was expected to be held Monday afternoon, is the president of the Service Employees International Union California, which represents thousands of janitors, security officers and other workers in the state.

Elsewhere, outside a clothing warehouse, relatives of detained workers demanded at a news conference that their loved ones be released.

The family of Jacob Vasquez, 35, who was detained Friday at the warehouse, where he worked, said they had yet to receive any information about him.

“Jacob is a family man and the sole breadwinner of his household,” Vasquez’s brother, Gabriel, told the crowd. He asked that his last name not be used, fearing being targeted by authorities.

On Sunday, many protesters dispersed as evening fell and police declared an unlawful assembly, a precursor to officers moving in and arresting those who refuse to leave. Some of those who stayed threw objects at police from behind a makeshift barrier. Others hurled chunks of concrete, rocks, electric scooters and fireworks at California Highway Patrol officers and their vehicles parked on the closed southbound 101 Freeway. Officers ran under an overpass to take cover at one point.

The Guard was deployed specifically to protect federal buildings, including the downtown detention center where protesters concentrated.

Los Angeles Police Chief Jim McDonnell said officers were “overwhelmed” by the remaining protesters. He said they included regular agitators who show up at demonstrations to cause trouble.

Several dozen people were arrested throughout the weekend. One was detained Sunday for throwing a Molotov cocktail at police and another for ramming a motorcycle into a line of officers.

Trump responded to McDonnell on Truth Social, telling him to arrest protesters in face masks.

“Looking really bad in L.A. BRING IN THE TROOPS!!!” he wrote.

Governor says Guard not needed

Newsom called on Trump to rescind the Guard deployment in a letter Sunday, calling it a “serious breach of state sovereignty.”

The governor, who was was in Los Angeles meeting with local law enforcement and officials, also told protesters that they were playing into Trump’s plans and would face arrest for violence or property destruction.

“Trump wants chaos and he’s instigated violence,” he said. “Stay peaceful. Stay focused. Don’t give him the excuse he’s looking for.”

People watch while several Waymo cars burn in downtown Los Angeles after being vandalized by protesters reacting to a series of immigration raids that occurred in Los Angeles on Sunday. (Stephen Lam/San Francisco Chronicle via AP)

The deployment appeared to be the first time in decades that a state’s National Guard was activated without a request from its governor, a significant escalation against those who have sought to hinder the administration’s mass deportation efforts.

Newsom, meanwhile, has repeatedly said that California authorities had the situation under control. He mocked Trump for posting a congratulatory message to the Guard on social media before troops had even arrived in Los Angeles.

Clashes escalate as National Guard troops arrive

National Guard troops stood shoulder to shoulder Sunday morning in LA, carrying long guns and riot shields as protesters shouted “shame” and “go home.” After some demonstrators closely approached the Guard members, another set of uniformed officers advanced on the group, shooting smoke-filled canisters into the street.

Minutes later, the Los Angeles Police Department fired rounds of crowd-control munitions to disperse the protesters, who they said were assembled unlawfully. Much of the group then moved to block traffic on the 101 freeway until state patrol officers cleared them.

Nearby, at least four self-driving Waymo cars were set on fire, sending large plumes of black smoke into the sky and exploding intermittently. By evening, police had shut down several blocks of downtown Los Angeles.

Flash-bang grenades echoed out every few seconds into the evening.

Deployment follows days of protest

On Friday, federal agents arrested immigrants in LA’s fashion district, in a Home Depot parking lot and at several other locations. The next day, they were staging at a Department of Homeland Security office near another Home Depot in Paramount, which drew out protesters who suspected another raid. Federal authorities later said there was no enforcement activity at that Home Depot.

The weeklong tally of immigrant arrests in the LA area climbed above 100, federal authorities said. Many more were arrested while protesting, including a prominent union leader who was accused of impeding law enforcement.

The last time the National Guard was activated without a governor’s permission was in 1965, when President Lyndon B. Johnson sent troops to protect a civil rights march in Alabama, according to the Brennan Center for Justice.

In a directive Saturday, Trump invoked a legal provision allowing him to deploy federal service members when there is ”a rebellion or danger of a rebellion against the authority of the Government of the United States.”

In San Francisco, officers arrested and later released about 155 people for refusing orders to disperse, said officer Paulina Henderson with the city’s police department.

Officers monitoring one protest declared an unlawful assembly when people in the group became violent, the San Francisco Police Department said. Many protesters left the scene, but some remained while others moved to another area where they vandalized buildings and a police vehicle.

U.S. warships have been persistently patrolling the Mediterranean Sea to be poised to support operations in support of Israel and the broader effort to secure the Red Sea corridor, where Houthi rebels have attacked commercial and military vessels.

There have been ongoing discussions in the Pentagon about slashing the number of U.S. troops across Europe. The Biden administration poured an additional 20,000 U.S. forces into the region — bringing the total to about 100,000 — to help calm escalating fears among NATO allies that they could be Russia’s next target.

Defense leaders have said there have been no final decisions. Trump and Defense Secretary Pete Hegseth have both made it clear they want NATO to do more to defend its own region and that the U.S. is turning to focus more on China and America’s own southern border.

In his current job, Grynkewich helps to develop guidance for the combatant commands and serves as a key aide to the chairman of the Joint Chiefs of Staff on military operations around the world.

Most recently, Grynkewich served as commander of Air Forces in the Middle East, including air operations in support of the conflict in Israel, from 2022 to 2023. And prior to that he was director of operations for U.S. Central Command.

He graduated from the U.S. Air Force Academy in 1993, has served as an instructor pilot and was a test pilot for the development of the F-16 and F-22 fighter jets. He has more than 2,300 flight hours.

Cooper is currently deputy commander of U.S. Central Command and has extensive experience serving and leading troops in the Middle East. The current head of the command, Army Gen. Michael “Erik” Kurilla, is slated to retire after more than three years in the post.

It is a crucial role as the region has been shaken by conflict, with the Trump administration pushing to broker a ceasefire deal after 20 months of war in Gaza and pressing for an agreement with Iran in negotiations over Tehran’s rapidly advancing nuclear program.

A 1989 graduate of the U.S. Naval Academy, Cooper commanded naval forces in the Middle East for close to three years as the head of the Navy’s 5th Fleet in Bahrain. He left in February 2024 to take over as deputy at Central Command, which oversees U.S. military operations in the Middle East and is based in Tampa.

Army and Marine generals have largely held the Middle East job since it was created in 1983. And two of the recent leaders — former Army Gen. Lloyd Austin and former Marine Gen. Jim Mattis — went on to serve as defense secretary. Central Command covers 21 countries across central and south Asia and northeast Africa and has overseen the conflicts in Iraq, Afghanistan, Israel, Syria and Yemen.

Trump is nominating Air Force Lt. (Cheikh A.T Sy/AP)

The only Navy officer to ever lead Central Command was Adm. William Fallon, who resigned after a year and retired. At the time, Fallon said he was stepping down due to press reports that suggested he was opposed to then-President George W. Bush’s Iran policies. He said the reports were wrong but the perception had become a distraction.

Cooper is a surface warfare officer and served on guided-missile cruisers, destroyers, aircraft carriers and amphibious assault ships. He commanded a destroyer and a cruiser.

During his time leading the 5th Fleet, Cooper set up the Navy’s first unmanned and artificial intelligence task force, and he led naval operations against the Iran-backed Houthi rebels in Yemen. He also oversaw the Navy’s role in Operation Prosperity Guardian, the U.S.-led coalition created in late 2023 to counter Houthi attacks on commercial ships in the Red Sea.

He previously served as commander of Naval Surface Force Atlantic and commander of U.S. Naval Forces Korea. Cooper is the son of a career Army officer and got his master’s degree in strategic intelligence from the National Intelligence University.

Anderson, nominated to lead operations in Africa, is a pilot who has flown the KC-135 tanker, the C-130 transport aircraft and the U-28A surveillance aircraft used largely by special operations forces. He has flown more than 3,400 flight hours, including 738 in combat.

He is currently serving as the director of joint force development on the Joint Staff.

According to the Air Force, he commanded a special operations squadron, an expeditionary squadron, an operations group and a special operations wing. He also led the task force that coordinated the repositioning of U.S. forces from Somalia and headed Special Operations Command, Africa, from 2019 to 2021.

Africa Command is the newest of the Pentagon’s geographic commands and covers the bulk of the African continent. Much of the U.S. military’s efforts there have focused on combatting extremist groups and training local forces.

Anderson would be the seventh general to head Africa Command. To date, four of the previous leaders were Army generals and two were Marines.

Anderson is from Ypsilanti, Michigan, and graduated from the ROTC program at Washington University in St. Louis.

The officials, who spoke on condition of anonymity to discuss internal deliberations, said the next name had not yet been chosen.

The change was laid out in an internal memo that officials said defended the action as a move to align with President Donald Trump and Hegseth’s objectives to “re-establish the warrior culture.”

It marks the latest move by Hegseth and the wider Trump administration to purge all programs, policies, books and social media mentions of references to diversity, equity and inclusion. And it comes during Pride Month — the same timing as the Pentagon’s campaign to force transgender troops out of the U.S. military.

“Secretary Hegseth is committed to ensuring that the names attached to all DOD installations and assets are reflective of the Commander-in-Chief’s priorities, our nation’s history, and the warrior ethos,” Chief Pentagon spokesman Sean Parnell said in a statement on the renaming. “Any potential renaming(s) will be announced after internal reviews are complete.”

The decision was first reported by Military.com. Phelan’s office did not respond to a request for comment.

The oiler Harvey Milk was named in 2016 by then-Navy Secretary Ray Mabus, who said at the time that the John Lewis-class of oilers would be named after leaders who fought for civil and human rights.

Milk, who was portrayed by Sean Penn in an Oscar-winning 2008 movie, served for four years in the Navy before he was forced out for being gay. He later became one of the first openly gay candidates elected to public office. Milk served on the San Francisco Board of Supervisors and had sponsored a bill banning discrimination based on sexual orientation in public accommodations, housing and employment. It passed, and San Francisco Mayor George Moscone signed it into law.

On Nov. 27, 1978, Milk and Moscone were assassinated by Dan White, a disgruntled former city supervisor who cast the sole vote against Milk’s bill.

The ship was christened in 2021, and during the ceremony, then-Navy Secretary Carlos Del Toro said he wanted to be at the event “not just to amend the wrongs of the past, but to give inspiration to all of our LGBTQ community leaders who served in the Navy, in uniform today and in the civilian workforce as well, too, and to tell them that we’re committed to them in the future.”

The ship is operated by Military Sealift Command with a crew of about 125 civilian mariners. The Navy says it conducted its first resupply mission at sea in fall 2024 while operating in the Virginia Capes. It continued to resupply Navy ships at sea off the East Coast until it began scheduled maintenance at Alabama Shipyard in Mobile, Alabama, earlier this year.

While the renaming is rare, the Biden administration also changed the names of two Navy ships in 2023 as part of the effort to remove Confederate names from U.S. military installations.

The Ticonderoga-class guided-missile cruiser Chancellorsville — named for the Civil War battle — was renamed the Robert Smalls after a sailor and former enslaved person. And the Maury, an oceanographic survey ship originally named after a Confederate sailor, was renamed the Marie Tharp after a geologist and oceanographic cartographer who created the first scientific maps of the Atlantic Ocean floor.

Maritime lore hints as to why renaming ships is so unusual, suggesting that changing a name is bad luck and tempts retribution from the sea gods.

The U.S. military spent more than $6 billion over the past three years to recruit and retain service members, in what has been a growing campaign to counter enlistment shortfalls.

The financial incentives to reenlist in the Army, Navy, Air Force and Marines increased dramatically from 2022 through last year, with the Navy vastly outspending the others, according to funding totals provided by the services. The overall amount of recruiting bonuses also rose steadily, fueled by significant jumps in spending by the Army and Marine Corps.

The military services have routinely poured money into recruiting and retention bonuses over the years. But the totals spiked as Pentagon leaders tried to reverse falling enlistment numbers, particularly as COVID-19 restrictions locked down public events, fairs and school visits that recruiters relied on to meet with young people.

Coupled with an array of new programs, an increased number of recruiters and adjustments to enlistment requirements, the additional incentives have helped the services bounce back from the shortfalls. All but the Navy met their recruiting targets last year and all are expected to do so this year.

President Donald Trump and Defense Secretary Pete Hegseth repeatedly point to Trump’s election as a reason for the recruiting rebound. But the enlistment increases began long before last November, and officials have tied them more directly to the widespread overhauls that the services have done, including the increased financial incentives.

The Army, the military’s largest service, spent more on recruiting bonuses in 2022 and 2024 than the other services. But it was significantly outspent by the Navy in 2023, when the sea service was struggling to overcome a large enlistment shortfall.

As a result, even though the Navy is a smaller service, it spent more overall in the three years than the Army did.

Recruits at the Navy’s boot camp at Great Lakes, Illinois. (MC2 Christopher M. O’Grady/U.S. Navy)

The Navy also has spent considerably more than the others to entice sailors to reenlist, doling out retention bonuses to roughly 70,000 service members for each of the past three years. That total is more than double the number of troops the Army gave retention bonuses to each year, even though the Army is a much larger service.

“Navy is dedicated to retaining our most capable sailors; retention is a critical component of achieving our end-strength goals,” Adm. James Kilby, the vice chief of naval operations, told a Senate Armed Services subcommittee in March.

He said reenlistment for enlisted sailors “remains healthy” but officers are a challenge in specific jobs, including aviation, explosive ordnance disposal, surface and submarine warfare, health professionals and naval special operations. He added that the Navy has struggled to fill all of its at-sea jobs and is using financial incentives as one way to combat the problem.

The Army has seen the greatest recruiting struggles over the past decade, and by using a range of new programs and policies has had one of the largest comebacks. The Navy has had the most trouble more recently, and took a number of steps to expand those eligible for service and spend more in bonuses.

While the Army spends hundreds of millions each year to recruit troops, it also has relied on an array of new programs and policies to woo young people. A key driver of the Army’s rebound has been its decision to create the Future Soldier Prep Course, at Fort Jackson, South Carolina, in August 2022.

That program gives lower-performing recruits up to 90 days of academic or fitness instruction to help them meet military standards and move on to basic training. It has resulted in thousands of enlistments.

The Air Force increased its spending on recruiting bonuses in 2023 as it also struggled to overcome shortfalls, but lowered the amount the following year. The payments were for jobs including munitions systems, aircraft maintenance and security forces. The Space Force does not currently authorize enlistment bonuses.

The Marine Corps and the tiny Space Force have consistently hit their recruiting goals, although the Marines had to dig deep into their pool of delayed entry candidates in 2022 to meet their target. The Corps, which is much smaller than the Army and Air Force, spends the least on bonuses and tends to spread the amount among a larger number of service members.

Maj. Jacoby Getty, a Marine spokesman, said the spike in retention bonuses from $126 million in 2023 to $201 million in 2024 was because Marines were allowed to reenlist a year early for the first time. More than 7,000 Marines got bonuses as a result, a jump of nearly 2,200 over the previous year.

When asked about bonuses in 2023, Gen. Eric Smith, the Marine commandant, famously told a naval conference that “your bonus is you get to call yourself a Marine.”

“That’s your bonus, right?” he said. ”There’s no dollar amount that goes with that.”

The services tailor their recruiting and retention money to bolster harder-to-fill jobs, including cyber, intelligence and special operations forces. The Army and Marine Corps also use the money to woo troops to some combat, armor and artillery jobs.

The Pentagon has ordered all military leaders and commands to pull and review all of their library books that address diversity, anti-racism or gender issues by May 21, according to a memo issued to the force on Friday.

It is the broadest and most detailed directive so far on Defense Secretary Pete Hegseth’s campaign to rid the military of diversity and equity programs, policies and instructional materials. And it follows similar efforts to remove hundreds of books from the libraries at the military academies.

The Associated Press obtained a copy of the memo, which was signed Friday by Timothy Dill, who is performing the duties of the defense undersecretary for personnel.

Educational materials at the libraries “promoting divisive concepts and gender ideology are incompatible with the Department’s core mission,” the memo states, adding that department leaders must “promptly identify” books that are not compatible with that mission and sequester them by May 21.

By then, the memo says, additional guidance will be provided on how to cull that initial list and determine what should be removed and “determine an appropriate ultimate disposition” for those materials. It does not say what will happen to the books or whether they will be stored away or destroyed.

According to the memo, a temporary Academic Libraries Committee set up by the department will provide information on the review and decisions about the books. That panel provided a list of search terms to use in the initial identification of the books to be pulled and reviewed.

The search terms include: affirmative action, anti-racism, critical race theory, discrimination, diversity, gender dysphoria, gender identity and transition, transgender, transsexual and white privilege.

Early last month the U.S. Naval Academy in Annapolis, Maryland, removed nearly 400 books from its library after being told by Hegseth’s office to get rid of those that promote DEI.

About two weeks later, the Army and Air Force libraries were told to go through their stacks to find books related to diversity, equity and inclusion.

The Naval Academy’s purge led to the removal of books on the Holocaust, histories of feminism, civil rights and racism, and Maya Angelou’s famous autobiography, “I Know Why the Caged Bird Sings,” based on the list of 381 books that have been taken out of its library.

In addition to Angelou’s award-winning book, the list includes “Memorializing the Holocaust,” which deals with Holocaust memorials; “Half American,” about African Americans in World War II; “A Respectable Woman,” about the public roles of African American women in 19th-century New York; and “Pursuing Trayvon Martin,” about the 2012 shooting of the Black 17-year-old boy in Florida that raised questions about racial profiling.

The Pentagon will immediately begin moving as many as 1,000 openly identifying transgender service members out of the military and give others 30 days to self-identify under a new directive issued Thursday.

Buoyed by Tuesday’s Supreme Court decision allowing the Trump administration to enforce a ban on transgender individuals in the military, the Defense Department will begin going through medical records to identify others who haven’t come forward.

Defense Secretary Pete Hegseth, who issued the latest memo, made his views clear after the court’s decision.

“No More Trans @ DoD,” Hegseth wrote in a post on X. Earlier in the day, before the court acted, Hegseth said that his department is leaving wokeness and weakness behind.

“No more pronouns,” he told a special operations forces conference in Tampa. “No more dudes in dresses. We’re done with that s—.”

Department officials have said it’s difficult to determine exactly how many transgender service members there are, but medical records will show those who have been diagnosed with gender dysphoria, who show symptoms or are being treated.

Those troops would then be involuntarily forced out of the service. And no one with that diagnosis will be allowed to enlist. Gender dysphoria occurs when a person’s biological sex does not match up with their gender identity.

Officials have said that as of Dec. 9, 2024, there were 4,240 troops diagnosed with gender dysphoria in the active duty, National Guard and Reserve. But they acknowledge the number may be higher.

There are about 2.1 million total troops serving.

The memo released Thursday mirrors one sent out in February, but any action was stalled at that point by several lawsuits.

The Supreme Court ruled that the administration could enforce the ban on transgender people in the military, while other legal challenges proceed. The court’s three liberal justices said they would have kept the policy on hold.

Neither the justices in the majority or dissent explained their votes, which is not uncommon in emergency appeals.

When the initial Pentagon directive came out earlier this year, it gave service members 30 days to self-identify. Since then, about 1,000 have done so.

In a statement, Pentagon spokesman Sean Parnell said the 1,000 troops who already self-identified “will begin the voluntary separation process” from the military.

Under the new guidelines, active duty troops will have until June 6 to voluntarily identify themselves to the department, and troops in the National Guard and Reserve will have until July 7.

While it may be difficult to see which troops have changed their gender identity in their military records, it will be easier to determine who has gotten a gender dysphoria diagnosis because that will be part of their medical record, as will any medication they are taking.

Between 2015 and 2024, the total cost for psychotherapy, gender-affirming hormone therapy, gender-affirming surgery and other treatment for service members is about $52 million, according to a defense official, who spoke on condition of anonymity to discuss personnel issues.

Pentagon officials in an earlier memo defended the ban, saying that “the medical, surgical, and mental health constraints on individuals who have a current diagnosis or history of, or exhibit symptoms consistent with, gender dysphoria are incompatible with the high mental and physical standards necessary for military service.”

The new Pentagon policy would allow for limited exemptions.

That includes transgender personnel seeking to enlist who can prove on a case-by-case basis that they directly support warfighting activities, or if an existing service member diagnosed with gender dysphoria can prove they support a specific warfighting need, never transitioned to the gender they identify with and proves over 36 months they are stable in their biological sex “without clinically significant distress.”

If a waiver is issued, the applicant would still face a situation where only their biological sex was recognized for bathroom facilities, sleeping quarters and even in official recognition, such as being called “Sir” or “Ma’am.”

Detailed Army plans for a potential military parade on President Donald Trump’s birthday in June call for more than 6,600 soldiers, at least 150 vehicles, 50 helicopters, seven bands and possibly a couple thousand civilians, The Associated Press has learned.

The planning documents, obtained by the AP, are dated April 29 and 30 and have not been publicly released. They represent the Army’s most recent blueprint for its long-planned 250th anniversary festival on the National Mall and the newly added element — a large military parade that Trump has long wanted but is still being discussed.

The Army anniversary just happens to coincide with Trump’s 79th birthday on June 14.

While the slides do not include any price estimates, it would likely cost tens of millions of dollars to put on a parade of that size. Costs would include the movement of military vehicles, equipment, aircraft and troops from across the country to Washington and the need to feed and house thousands of service members.

High costs halted Trump’s push for a parade in his first term, and the tanks and other heavy vehicles that are part of the Army’s latest plans have raised concerns from city officials about damage to roads.

Asked about plans for a parade, Army spokesman Steve Warren said Thursday that no final decisions have been made.

Col. Dave Butler, another Army spokesman, added that the Army is excited about the plans for its anniversary.

“We want to make it into an event that the entire nation can celebrate with us,” said Butler. “We want Americans to know their Army and their soldiers. A parade might become part of that, and we think that will be an excellent addition to what we already have planned.”

Others familiar with the documents, who spoke on condition of anonymity because the plans have not been finalized, said they represent the Army’s plans as it prepares for any White House approval of the parade. The White House did not immediately respond to a request for comment.

There has been no formal approval yet. Changes to the plans have been made in recent weeks and more are likely.

In a Truth Social post Thursday night that did not mention the June 14 plans, Trump wrote, “We are going to start celebrating our victories again!” He vowed to rename May 8, now known as Victory in Europe Day, as “Victory Day for World War II,” and to change November 11, Veterans Day, to “Victory Day for World War I.”

What would go into the potential Army parade

Much of the equipment would have to be brought in by train or flown in.

Some equipment and troops were already going to be included in the Army’s birthday celebration, which has been in the works for more than a year. The festival was set to involve an array of activities and displays on the National Mall, including a fitness competition, climbing wall, armored vehicles, Humvees, helicopters and other equipment.

A parade, however, would increase the equipment and troops involved. According to the plans, as many as 6,300 of the service members would be marching in the parade, while the remainder would be responsible for other tasks and support.

The Army’s early festival plans did not include a parade, but officials confirmed last month that the Army had started discussions about adding one.

The plans say the parade would showcase the Army’s 250 years of service and foresee bringing in soldiers from at least 11 corps and divisions nationwide. Those could include a Stryker battalion with two companies of Stryker vehicles, a tank battalion and two companies of tanks, an infantry battalion with Bradley vehicles, Paladin artillery vehicles, Howitzers and infantry vehicles.

There would be seven Army bands and a parachute jump by the Golden Knights. And documents suggest that civilian participants would include historical vehicles and aircraft and two bands, along with people from veterans groups, military colleges and reenactor organizations.

According to the plan, the parade would be classified as a national special security event, and that request has been submitted by the National Park Service and is under review.

And it is expected that the evening parade would be followed by a concert and fireworks.

One of the documents raises concerns about some limitations, which include where troops would be housed and “significant concerns regarding security requirements” as equipment flows into the city. It says the biggest unknown so far is which units would be participating.

Trump has long wanted a big military parade

In his first term, Trump proposed having a parade after seeing one in France on Bastille Day in 2017. Trump said that after watching the two-hour procession along the famed Champs-Élysées that he wanted an even grander one on Pennsylvania Avenue.

That plan was ultimately dumped due to the huge costs — with one estimate of a $92 million price tag — and other logistical issues. Among those were objections from city officials who said including tanks and other heavy armored vehicles would tear up the roads.

Trump said in a social media post in 2018 that he was canceling the event over the costs and accused local politicians of price gouging.

This year, as plans progressed for the Army to host its birthday festival in Washington, talk about a parade began anew.

D.C. Mayor Muriel Bowser acknowledged in April that the administration reached out to the city about holding a parade on June 14 that would stretch from Arlington, Virginia, where the Pentagon and Arlington National Cemetery are located, across the Potomac River and into Washington.

Bowser at the time said she didn’t know if the event was being “characterized as a military parade” but added that tanks rolling through the city’s streets “would not be good.”

“If military tanks were used, they should be accompanied with many millions of dollars to repair the roads,” she said.

In 2018, the Pentagon appeared to agree. A memo from the defense secretary’s staff said plans for the parade — at that time — would include only wheeled vehicles and no tanks to minimize damage to local infrastructure.
