An administrative error has resulted in several sergeants first class of the Regular Army being erroneously notified they are not eligible for consideration by the fiscal 2015 active-component master sergeant promotion board that convenes Feb. 10.

The basic zone of consideration for the board will include all RA sergeants first class who have completed Structured Self Development-4, and who have dates of rank of Oct. 23, 2010 and earlier, and basic active service dates of Feb. 11, 1990 through Feb. 11, 2007.

Army policy excludes soldiers from E-8 promotion consideration if they are within one year of reaching the retention control point for sergeant first class, which is 26 years of active service.

Promotion to master sergeant is one of the toughest cuts to make.

The policy enables those selected for promotion to complete the three-year service obligation incurred upon selection for master sergeant before reaching the retention control point (29 years) for E-8.

Soldiers also are not eligible for master sergeant promotion consideration if they have an approved bar to re-enlistment, have been denied continued service by the Army, have executed a declination of continued service, are a special bandsperson, are ineligible to re-enlist because of a courts martial conviction, confinement or AWOL, or do not hold a high school diploma or a GED equivalency certificate.

In a Dec. 23 posting on its Facebook page, the Human Resources Command said the disqualification messages recently received by several soldiers "were sent in error."

Soldiers who meet the promotion eligibility requirements "have not been removed from (board) consideration," the command said.

Personnel officials said NCOs affected by the error should use the online My Board File system to review and certify the content of the electronic documents packet that will be provided to the promotion board.

The My Board File application, which will remain open until Feb. 3, can be accessed from the "Self Service" portal of the Human Resources Command homepage at https://www.hrc.army.mil.

"Those erroneously affected will receive a My Board File generated message stating that you are eligible for consideration," according to the HRC notice.
