Enlisted MOS 12V, the specialty for engineer concrete and asphalt equipment operators, is overstrength for the Army's future requirements, and has been placed in the Fast Track reclassification program.

The most recent version of the calls took effect Jan. 5.

A second phase of the program will be launched if manning goals for the voluntary phase are not met within 150 days. Under these procedures, selected soldiers will be ordered to transfer to shortage specialties identified by the Army.

Soldiers who volunteer to reclassify will be scheduled to attend training for their new MOS by December. Soldiers who have received an enlistment or re-enlistment bonus for 12V will not have to repay the unearned portion of their bonus upon reclassification.

By moving to a shortage MOS, soldiers not only will enhance their promotion prospects, but avoid a potential career-ending retention review under the Qualitative Service Program.

QSP reviews, which are conducted annually with senior NCO promotion boards, are being used as a force alignment tool during the drawdown.
