The application window has opened for Army Reserve colonels and promotable lieutenant colonels who want to compete for assignment to brigade-level command assignments that become available in 2016 with the Active Guard and Reserve and Troop Program Units.

Interested officers must opt in by June 5 to be considered by boards that meet Aug. 12-21. The boards will compile order of merit lists to be used to fill command positions that become vacant in October this year 2015 and later.

Most officers who are slated for command will serve 24-month tours. Extensions to 36 months must be approved by the chief of the Army Reserve. The normal tenure for garrison commanders and overseas commanders is 36 months, with the option to request curtailment to 24 months.

The basic zones of eligibility include:

  • Army Promotion List and Army Medical Department colonels and promotable lieutenant colonels of the AGR who are on the Reserve Active List and who have mandatory release dates that will allow them to serve at least 24 months of command tenure based on a 30-year commissioned career.

Also eligible are AGR lieutenant colonels who are in the zone of eligibility for promotion to colonel. Officers who are passed over for promotion are not eligible for command.

  • APL and AMEDD colonels of the non-AGR categories of the Army Reserve who are on the Reserve Active List and who have mandatory release dates that will allow them to serve at least 24 months of command tenure with a Troop Program Unit based on a 30-year commissioned career.
  • Also eligible are APL, JAG and Military Technician lieutenant colonels who are in the zone of eligibility for promotion to colonel. Officers who are passed over for promotion are not eligible for command.

Officer Evaluation Reports submitted for these boards must be received at the Human Resources Command by Aug. 3.

The online My Board File record review tool will open June 9 and close Aug. 15 for officers in the zone of consideration. MBF can be accessed via the self-service link of the Human Resources Command homepage at www.hrc.army.mil.

Officers who want to compete for command must file their opt-in application by May 15.

AGR and TPU offices should use the online Command Preference Designator to submit their opt-in application, as indicated in MilPer Message 15-123, dated April 24.

Individual Ready Reserve and Individual Mobilization Augmentee officers have the option of submitting their opt-in request via the command preference designator, or by regular mail as stipulated in the message.
