Regular Army and Army Reserve colonels, lieutenant colonels and majors who want to compete for assignment to Cadet Command professor of military science positions in academic year 2016-17 must opt in and indicate their preferences for a school by July 8.

The fiscal 2016 PMS selection board is scheduled to meet Aug. 25-28 at the Human Resources Command at Fort Knox, Ky. The board will consider officers for assignments in two categories — colonels and promotable lieutenant colonels for senior PMS positions, and lieutenant colonels, promotable majors and majors for lieutenant colonel-level PMS assignments.

The basic eligibility requirements for lieutenant colonel-level positions are:

  • Be a lieutenant colonel, promotable major or major in year groups 1991-2001, and have credit for completion of Intermediate Level Education.
  • Hold a master's degree or higher by May 31, 2015, with an undergraduate and graduate grade point average of 2.75, or higher.
  • Be physically fit (able to lead cadet formations) and in compliance with Army standards of military bearing and appearance.
  • Be available for a permanent change-of-station move no later than Sept.15, 2016, and have a mandatory removal date no earlier than Sept. 1, 2019.

Because of operational considerations, officers in these assignments and specialties are not eligible to compete for PMS duty: Planning officers from the School of Advanced Military Studies who have not completed their tier 1 utilization tour, certain health services officers, civil affairs officers, Special Forces officers, female psychological operations officers, chaplains, Judge Advocate General's Corps officers and finance officers.

Also, ineligible officers have these functional areas: FA 24, telecom systems engineer; FA 29, electronic warfare officers; FA 40, space operations; FA 47, academy professors; FA 48, foreign area officers; FA 49, operations research and systems analysis; FA 50, force management; FA 51, acquisition; FA 52, nuclear and counterproliferation; FA 53, information systems; FA 57, simulation operations; and FA 59, strategic plans and policy officer.

The basic eligibility requirements for selection to senior PMS positions are:

  • Be a colonel or promotable lieutenant colonel in year groups 1989-1993 and have credit for completion of senior service college or an equivalent Military Education Level I program.
  • Hold a master's degree or higher by May 31, 2015, with an undergraduate and graduate grade point average of 2.75, or higher.
  • Be physically fit (able to lead cadet formations) and in compliance with Army standards of military bearing and appearance.
  • Be available for a permanent change-of-station move no later than Sept.15, 2016, and have a mandatory removal date no earlier than Sept. 1, 2019.

Because of operational considerations, officers in these assignments and specialties are not eligible to compete for PMS duty: Chaplain Corps, Judge Advocate General's Corps, FA 46 Public Affairs, CMF 17 Cyber, FA 24 Telecom Systems, FA 29 Electronic Warfare, FA 30 Information Operations, FA 34 Strategic Intelligence and FA 40 Space Operations.

In addition are FA 47 Permanent Professor, FA 48 Foreign Area Officer, FA 50 Force Management, FA 51 Acquisition, FA 52 Nuclear Research and Operations, FA 53 Information Systems, A 57 Simulation Operations and FA 59 Strategic Plans and Policy.

Interested officers should submit a PMS preference sheet to their career management branch no later than July 8.
