The Army announced Thursday the names of active-component Army Competitive Category captain and Chaplain Corps colonel selection lists and stats.

Selection boards that met in the spring have recommended 4,150 first lieutenants of the basic branches, and 17 lieutenant colonels of the Chaplain Corps for active-duty promotions to captain and colonel.

Advancements off the new Army Competitive Category captain list can begin as soon as scheduled by the Army.  The 2014 ACC O3 list that originally had 4,400 names was completed Sept. 1.

The Army's plan for the drawdown is to promote officers to captain at about 48 months of service.

The colonel nomination list must be confirmed by the Senate before the Army can schedule promotions. The 2014 list, which originally contained 18 names, was completed in March.

While the selection rate for captain was well below the near-100 percent levels of the pre-drawdown years, it was moderately better than the rates generated by the 2014 captain board.

For example, the 2015 board that met in April and May selected 89.3 percent of the primary-zone officers, up from 86.5 percent in 2014.

The select rate for above-zone lieutenants who were passed over in 2014 was 50.7 percent, markedly better than the AZ rate of 19.7 percent in 2014.

Primary-zone select rates by career branch ranged from a low of 80.6 percent for Finance officers, to a high of 93.8 percent for Military Intelligence lieutenants.

PZ rates for some of the larger branches were 91.9 percent for Infantry, 86.9 percent for Armor, 89.5 percent for Field Artillery and 92.6 percent for Aviation.

The Chaplain Corps colonel board that met in May generated a primary zone select rate of 31.3 percent, and an above-zone rate of 13.7 percent.
